Joe Latimer Bell, a devoted family man and esteemed engineer, passed away peacefully on October 27, 2025, in Norfolk, Virginia, at the age of 88. Born on November 10, 1936, in Broken Bow, Oklahoma, Joe lived a life marked by dedication to his work, his family, and his passions.
A proud alumnus of the University of Oklahoma, Joe earned his Bachelor of Science in Engineering, which laid the foundation for a distinguished career. Joe retired as a Commander (O-5) in the US Navy with over 21 years of dedicated service. After his time in service, Joe’s professional journey included significant contributions as an engineer with Oceaneering International and a year-long tenure at a Naval Nuclear Power Plant, reflecting his expertise and commitment to excellence. He also served in the Marine Services Division, where he continued to apply his extensive knowledge and skills.
Joe was a devoted Oklahoma Sooners fan, a passion that he carried throughout his life. He found joy in reading articles on finances and had a keen interest in the stock market, always eager to expand his understanding of the financial world.
He is preceded in death by his beloved parents, Joe and Grace Bell and his younger brother, Rodney Bell. Joe is survived by his cherished wife, Barbara Bell; his loving children, Rebecca DiDomenico, David Bell, and Doug Bell; and his dear sisters, Kay Provus and Georgia Bell. He leaves behind three treasured grandchildren, Nicole DiDomenico, Kaitlin DiDomenico, and William “Billy” Cope, who will lovingly remember him.
A service to honor Joe’s life will be held at 2pm, Thursday, November 20, 2025 at AG Horton Memorial Veterans Gardens in Suffolk, Virginia. There will be full US Navy honors rendered for Joe’s time of service. The family will be having a Celebration of Life for Joe shortly after the service on November 20th. This will from 4-7pm at the Hilton Garden Inn, 5921 Harbour View Blvd., Suffolk, VA 23435. Please come and join us.
