William “Billy” Culver, 67 of Virginia Beach passed away on February 26, 2026 surrounded by his family. He was born on July 2, 1958 in Natick, Massachusetts. He brought happiness to many while living life on his own terms. He spent his lifetime as a career locksmith while always helping others. He was predeceased by his parents, Dwayne and Carol Culver of Virginia Beach. He is survived by siblings Patricia Overstreet (Robert), Robert Culver (Melinda), Linda Venezia and Mark Culver (Marie). He is also survived by many nieces, nephews and friends that adored him. Cremation Society of Virginia will provide assistance. Please offer your fondest condolences to the family at the Cremation Society of Virginia website. A private celebration of life will be held at a later date.

I remember Billy , his brother Mark and I occupying the corner of the bar at Club Aristocrat in 1982. Currently Dockers . It had just opened next to his key business. We would hang out shoot pool listen to music . It was just us and the bartender. Wasn’t long before Tommy was hired as DJ and the place was packed with folks dancing. Fun times. Billy was a quite gentle soul loved by everyone. My heartfelt condolences go out to his family. He will be missed by all. Barry Salton
