James (Jim) Hallie Powell, 83, went home to be with his Lord and Savior on November 16, 2025. He was born December 8, 1941 to the late Hallie H. Powell and Mildred S. Powell in Elizabeth City, North Carolina.
Jim graduated from Deep Creek High School and attended the Norfolk campus of the College of William and Mary—now Old Dominion University—before enlisting in the United States Air Force. While stationed in San Antonio, Texas, he met the love of his life, Ramona (Mona) Riley Powell, his wife of 61 years. After serving as an electronics technician in the Air Force for four years, Jim returned home and worked for General Electric as a packaging engineer, and later for Alpha Laval Separators as a quality control inspector.
His love of plants led him to establish a wholesale nursery, The Greenery, which he operated from his home. When he wasn’t working, he could often be found exploring the bogs and wetlands of Virginia and North Carolina, or tending to his garden, wood carving, or painting. He shared his passion for carving by teaching courses through both the Chesapeake and Portsmouth Parks and Recreation departments. A devoted and hands-on father, Jim coached his daughters’ Little League softball teams through the Chesapeake Department of Parks and Recreation. He was also deeply involved in his church, where he led small-group Bible studies and taught Sunday School.
He is survived by his wife Mona, his daughters Katie Garcia, and Sheri Neuhofer (Jeff), his grandchildren, Scott Brown, Nicole Samp-Rose (Quentin), Nikolas Neuhofer, and great grandson, Cian Rose.
A celebration of life service will be held on Friday, November 21, 2025 at 11:00 am at the Family Choice Funeral and Cremations located at 5401 Indian River Rd. Virginia Beach, Virginia.
