Kay was born on January 15,1936 to Sanford Madison Roberts, Sr. and Ethel Thomas Roberts in Ridgeway, Virginia. She graduated from Drewry Mason High School in Ridgeway and then attended Bluefield College in Bluefield, VA. She also attended and graduated from Virginia Commonwealth University with a Master’s degree in Social Work.
Kay always had passion for children and education. She worked at the Social Service Bureau in Richmond, The Lutheran Children’s Home in Salem, VA and the Children’s Home Society in Ocala, Florida. During this time, she became interested in elementary education. She then pursued a Master’s degree at the University of Florida. She taught first grade in Alachua Public Schools in Gainesville, Florida and at Carver Elementary in Newport News, Virginia. She retired from the Newport News Public School System in June of 1998.
Her passion to work with children continued. She spent as much time as possible with her grandchildren, taking them to plays, concerts, museums and other educational and cultural events. She was a member of Trinity Lutheran Church and an avid reader. She enjoyed traveling and volunteered for the Meals on Wheels program as well as Master Gardener projects.
Survivors include her grandchildren, Ashton Lee Mingee and Zachary Thomas Mingee, her former son-in-law, Gene W. Mingee (Melanie) of Hampton, VA and her daughter, Vanessa Scougal Moore of Florida. She is also survived by her two sisters; Johnsie Oddinino of Apex, NC and Cornelia Steele of Hickory, NC as well as many nieces, nephews and cousins.
She was preceded in death by her husband, Calvin F. Scougal, and her siblings; Sanford Roberts, Jr., Jesse Roberts, Ronald Roberts, Price Roberts, Mary Frances Chalkley, Lowell Roberts, Henrietta Keever and Carol Roberts.
A service to celebrate Kay’s life will be held at noon on January 28, 2024 at Trinity Lutheran Church, 6812 River Road in Newport News, 23607. Cremation services were arranged by Irma Santana of the Virginia Cremation Society.
