He was born in Fort Wayne, Indiana to Fred D. and Opal B. Hoover, the third of five children. At the age of 17, Bill joined the United States Navy and served honorably for 20 years. After his military retirement, he worked for the United States Postal Service, retiring after 25 years. He was a member of Grace Lutheran Church, Chesapeake and former member of Emmanuel Lutheran Church, Virginia Beach.
Bill was predeceased by his parents; brothers, Wayne and Gary; and sister, Janet. He is survived by his loving wife, Betty; daughter, Kathie (Ross); sister, Donna; and many nieces, nephews, and friends.
